Internacional Seminar on Regionalization and
associated management on public utilities on solid waste
may 13, 14 & 15 2009
The Brazil-Italy Cooperation in Sanitary will carry out the event called "International Seminar of Regionalization and associated management to solid waste management public utilities". Such event counts on the promotion of the Minister of the Cities, Minister of the Environment, Government of Bahia State and of the International School of Water and Sanitary - Hydroaid (Italy).
The seminar will have as an objective to contribute to the debate on the regulating framework of the services of solid residues in Brazil. The event will objectify, to present and to discuss the model of regionalization, with the management associate of the services, undertaking the diverse faces of the organization of the services such as: legal framework and legal aspects; plans; selective collection, recycling and logistic reversa; politics of investment and collection; and system of information. In this sense, expects to present the experiences of Italy and Portugal debating its contributions for the Brazilian reality.
The event will be carried out in the Auditório of FLEM – Foundation Luís Eduardo Magalhães, situated in the Administrative Center of Bahia - CAB in Salvador (BA) - BRAZIL, on May 13, 14 and 15, 2009.

Energetic efficiency on Water and Waste Operators WOP-LAC
EMAAP Q, the region of Quito Operator, Equator and the Inter American of Development Bank in contribution with AIDIS have the pleasure to invite you to participate in a workshop oo training on Energy Efficiency in Water and Sanitary Users, that will be carry out on May 6th to 8th 2009 in Quito, Equator. This workshop is being organized inside the framework of the Businesses Network (WOP-LAC).
The workshop will have as an objective:
Motivating the strategic planning for a rational use of the energy in the water and sanitary businesses; to Present the participants through case studies, the type of impact that can produce an improvement in the efficiency management of the energy in water and sanitary operators.

Forum: Complying with the regulatory nature of drinking water in Colombia; kindnesses, adjustments and breaches

The data on the quality of the provision of drinking water in Colombia, are variables, some investigations refer that the 45% of Colombia people consume eligible water for the human consumption and the 55% remainder, consume water that is not eligible.

XXXI AIDIS's Inter-American Congress
Sanitary and Environmental Engineers share ideas and improvement
The XXXI Inter-american Congress on Environmental and Sanitary Engineering developed from October 12nd to 15th 2008, in Santiago, Chile, where 60 years before, during the first congress, was determined the creation of the Inter-american Association of Sanitary and Environmental Engineering (AIDIS).
Participated on the Congress, at the center of conventions CasaPiedra, more than 1.700 people connected with the water, the sanitary and the environmental sector, from 22 countries of the three Americas, willing to debate and to share the advances of the sanitary engineering in the continent. In parallel, was carried out the First Inter-american Forum on Services of Water and Sanitary, and the Expoaidis 2008, fair with 50 exhibitors of equipment, material and services relating to the sector.
The XXXI Congress had two meetings ("Sanitary: Essential determinant of the Health" and "The Initiative of the drinking water and Sanitary"), 24 roundtables and the hundreds presentation of technical works divided in 11 themes: Drinking water; Sewer systems; Muds and biosolids; Rain water; Liquid industrial waste; Solid waste; Air quality and environmental health; Water resources; Clean production; Ethics and values in the practice of environmental and sanitary engineering; and Public and private environmental Management. The main of those themes had also tech works presented in a poster shape. The Congress included the symposium on solid waste, besides meetings with associations that maintain covenants with Aidis.
On days 13 and 14 was carried out in parallel to the Congress, the First Inter-american Forum of Sanitary Services Businesses, with more than 100 participants. Scores of businesses debated the Management, the Regulamentation and the Communication in the sector in the whole continent. The First Inter-american Forum integrated the preparing events for the V World Water Forum to be carried out in Istanbul on March 2009. The events on Santiago in October sought to attract still more the interest of the professionals that act in the sector and to carry them to promote actions to improve the management of the services of water and sanitary, endorsing to reach the Goals of Development of the Millennium for the sector, that is to diminish halfway to the 2015 the percentage of lack of covering services of water and sanitary in 1990 in Latin America and the world.
Al saludar a los participantes y asistentes, el director del Upon greeting the participants and assistant, the Congress Director, Eng. Alexander Chechilnitzky, reported that the organization was being prepared since 2003. And the up till then president of Aidis, affirmed that in the last ten years, the country did enormous efforts so that 100% of the population had access to the drinking water and 95% had sewer system, being that 82% of the sewer system have treatment. "If Chile was able, other latin American countries also are able", he said. According to the Public Works Chilean Minister, the drinking water, besides being a well for the people, is a source of currencies, since is an export product. Minister Sergio Bitar reported also that the Chilean government developed measures to avoid that lack water, like the construction of reservatories, the monitoring and caution of the bacias, the protection of the glaciers and the overseeing on the illegal extraction, chiefly in the farm sector.
SANITARY UNIVERSALIZATION
The representative of the Pan-American Organization of World Health/Organization of Health, Socorro Gross, praised the AIDIS's work upon qualifying a great number of professionals, thanks to that were many advances in the population access to drinking water in the last decades. She affirmed that a more extensive financing is an important factor for reaching the Millennium Goals for the sector and for that, "is necessary the aid of the private enterprise, as well as the good will of the governments in the sense to promote more equity in the region."
PFor the president of the National Association of the Municipal Services of Sanitary (Assemae), Eng. Arnaldo Luiz Dutra, a congress of international character is an excellent chance to make new contacts, to consolidate thesis and to divulge for the world a dispute of the great seriousness that occurs at the present in Brazil. "That dispute is given among those that defend the privatization of the most profitable areas of the operation of the services of sanitary and we, that defend the qualification of the public agents and the State presence, as the unique form to reach the universalization of those services". Dutra said that, in Brazil, and outside od it, in agreements that maintains with international agencies, the Assemae guideline its action by defending public management of the sanitary and by the qualification of the services lenders for the integral population attending. And at time he has been president, he has taken advantage of the congresses and forums of the sector to reinforce the importance of the exercise of the local power in the management of sanitary and for emphasize the fundamental character of the exercise of participation and social control.
CASSILDA IS TOUCHED
ABES's President, Cassilda Teixeira de Carvalho, headed the Brazilian delegation, that was the most numerous and also the one that presented the major number of technical works, 286 in total. She was touched with the ceremony of the Flags Board, when the members of each delegation were guests to be raised in the orchestra, while was ized the country flag, upon they played of a characteristic music ("Aquarela do Brazil"). Cassilda emphasized the fact that, among the Brazilians, was expressive the participation of Rio grande do Sul, that included an animated representation of students and professors of the Universidade de Santa Cruz do Sul (Unisc). The president considers that ABES will have a lot of work by the front, since in 2012 will be headding the execution of the 33º Inter-american Congress of Sanitary and Environmental Engineering (the 32º Congress will be carried out in 2010, in Dominican Republic).
ROSITO: WATER FOR EVERYONE
At the end of the encounter, assumed the president of AIDIS for the next two years, the Brazilian Engineer Carlos Alberto Rosito, chosen in the previous congress (Uruguay, 2006) continuing after Dr. Adalberto Noyola, from Mexico. Also were elected the president that goes to happen to Rosito in 2010, the Venezuelan Rafael Dautant. In the ceremony, was lent a special homage to the Brazilian engineer Luiz Augusto de Lima Pontes, that will leave in January from 2009 the charge of AIDIS's CEO after 20 effective and irreproachable years of leading. It will be substituted by its countryman the Engineer Isaac Zilberman.
In its speech, Rosito affirmed that to be in the presidency of AIDIS is a magnificent opportunity to contribute still more for the execution of a great dream: to carry water and sanitary to all people in Latin American as much as be possible, tops until 2025. "We cannot rest while we have not carried water and sanitary to all men and women of our continent", he said.

New AIDIS's President recalled that, upon beginning in the sector, in the 60's of last century, the situation of covering services of drinking water, processing of sewer system and destinies of solid waste, it was a lot more deficient than nowadays. "In the epoch, the population of Latin America was of little more than 200 million people, but only 33% of them received drinking water at home, and barely 14% had sanitary sewer system. Today, they elapsed 40 years, the cover of water reaches near the 90% of the near 500 million of Latin American, and 50% already have sewer system ".
PRESSER PRESENTS DMAE
During the I Forum, the engineer Flávio Presser, general director of the Municipal Department of Water and sewer System of Porto Alegre (Dmae), participated on the board that treats the services lenders management. He presented the Program of Total Management placed in practice in Dmae, based on three axes: the Iso 9001/2000 Certification; the PGQP Award (Gaúcho Program of Quality and Productivity) and the managerial formation on the leaders (managers) of Dmae for the teams formations. By that program, Dmae was decorated with the bronze Trophy. Dmae also created the Corporate University and established a structure of managerial charges and a new plan of career.
"The great challenge is the water universalization and water processing served", affirmed Presser. The general director of Dmae said that already the effects of the man actions on the environmental equilibrium are observed and some regions on South America are presenting a water stress. "It the case of the Andes mountains, where, ten years ago, the variation in the defrost was verified, complicating the water supply for a population portion. And the north of Rio grande do Sul, suffered with continius droughts since 2003 until 2005. The haste continued equals, what moved was the period of occurrence".
Presser believes that is growing the awareness of the people relating to the importance on maintaining the water manatials, and says that in the XXXI Inter-american Congress were launched seeds based on the challenge to universalize the provision. "Are long-range goals. It fits so much the lenders of services as much as to the municipal governments, estaduales and federal to provide the financial and political conditions so that that universalization really occur".
MILENNIUM GOALS
The Goals of the Millennium are eight: 1) to eradicate the extreme poverty and the hunger; 2) reach the basic universal education; 3) to promote the equality between the sexes and the autonomy of the women; 4) to reduce the childlike mortality; 5) to improve the maternal health; 6) to fight the hiv/aids, the malária and other illnesses; 7) to guarantee the environmental sustainability; and 8) to establish a world agreement for the development.
These goals will integrate the Statement of the Millennium of the United Nations, adopted by the 191 member states on September 8th 2000. The statement brings a serial of commitments that, if comply the time limit set, the quantitative indicators that accompany them, they should improve good to be and the health of the humanity. The sub-goal 10 of the goal 7 establishes for the water supply and sewer collection sector of the I challenge of, until 2015, to diminish halfway the percentage one of not cover of the respective services in 1990.
Is important to recall that a trillion people do not yet have access to drinking water and other 2 trillion and 600 thousand do not yet include adequate conditions of sewer sanitary system. In Latin America are almost 100 million without sure water and more than 200 million without sewer system.

IIUNAM-AIDIS, Scholarship Results

The Inter-american Association of Environmental and Sanitary Engineering (AIDIS) and the Universidad Nacional Autónoma de México (UNAM) have an agreement of the
"Inter-american Scholarship of the Institute in Environmental Engineering".
In this opportunity, the Jury integrated to evaluate the requests received in time and form for opting to Inter-american Scholarship in Environmental Engineering IIUNAM-AIDIS decided unanimously of offer it to engineer Nara Luisa Andrade Reis, from Brazil, sanitary engineer (Universidade Federal de Mato Grosso, Brazil) and student of mastery in environmental physics at the same University.
